When an end user’s recursive server initiates a DNS request, both the “primary” DNS service and the “secondary” DNS will respond as soon as they receive the request. The response that reaches the recursive server first will be passed back to the end user, completing their request.

Looking at IT security history, the bad guys were always far more sophisticated than the people who tried to stop them.
